But I really do not think it helps gain volunteers, if such a basic mechanic as team creation and administration remains broken for months at a time :-(

While it's always been a wee bit arcane to be forced to search for a group before being able to create one, in this case creating a new group or editing a current group are broken, with only the blank page displaying.

Just joined up the other day, now I've my Pi 3 running (I use OSes on other computers that don't run U@H). I'm pleased to be able to finally contribute to a cool project like this. However, I was unable to create the team I always create for every project. I figured I just needed to gain some credit to show I'm not a spammer, but I managed that earlier today, and I can still only join teams, not create. So I wondered, is there also a time delay before new participants can create a team? What are the specific criteria, please? TIA :-)
