It's probably baked into the default BOINC server/forums code in some way. the user just gets selected at random from the entire list of users with over 50,000 registered users and less than 5,000 recently active, is it any surprise that 90% of the "user of the day" selections are old profiles? you'll be selected one day, don't sweat it.
