Can't set real name using Chrome

I run Chrome and cannot set my real name on the account preferences. When I tick the box "I agree that my name can be published in future project team publications." I understand a new field is supposed to appear which lets me put in my real name, however this is not appearing for me. Windows 7 x64, Chrome 71.0.3578.98 |

It is displaying correctly using Chrome Version 72.0.3626.121 (Official Build) (32-bit) on Win 7. I updated to Chrome Version Version 73.0.3683.86 (Official Build) (32-bit) on Win 7 and it still displays correctly. I can also confirm, checking it in both Chrome and Firefox doesn't show the button to confirm. |

From looking at the HTML on the page, it seems that checking the box doesn't make the form for the Firstname and Lastname appear (which should remove the "display:none"). However, even if you modify the HTML to make the form appear, filling out the form and clicking the submit button doesn't actually do anything. |
