I have a 64-bit windows Computer, but appear to be getting 32-bit tasks.

BHspin2_1_windows_intelx86.exe.

The applications page states, that there is a 64-bit app.
Why am i not getting any?

It's nothing wrong.
For Windows 64 server gives usually both of applications and try to estimate which one are faster and/or more reliable.

How many tasks does it usually take?
A 64-bit app has to be much faster.

The initial time estimate is waaay too low.(9 min instead of 5h)
Therefore too many tasks are downloaded for any given work buffer.

You should increase the estimated FLOP count for the tasks, to avoid that.

Newest versions of BM ignores estimated work time gives by server and do estimation itself.
It will show proper time after computing few WU's

Current Boinc Manager does not seem to be able to adjust for actuals per your last posting. Can you try to get something closer to reality set in the Universe Server so that you don't impact other Boinc Projects as much.

Starting earlier today (or late yesterday), I got BHspin v2's with exactly the right time estimate of 2 hours 25 minutes on my machine. Whether that is by design or by accident I don't know.

But then, they started coming in with an estimate of about 24 hours. I won't get to those until tomorrow. We will see whether that estimate strengthens itself out or not, but it seems possible to get it correct some way.
